This is a bit confusing.  You've submitted a change request, but the package
does not exist so there's nothing to change.  It looks like this is a plain
review ticket, but it hasn't been approved or even reviewed so you can't be
submitting a request to create the git tree yet.

So what's actually going on here, and what do you need from the SCM admins?
