You're missing cpuid/LICENSE, you can try with something like:

%global golicenses      LICENSE cpuid-LICENSE
(...)
%install
%gopkginstall
mv cpuid/LICENSE cpuid-LICENSE
(...)
%license LICENSE cpuid-LICENSE

I suggest to use %autochangelog to make it easier to maintain the spec in the
future, but not a hard requirement.
