It is called gcc and not gcc-devel for example. Besides they are numerous occasions where a package that ends with "-devel" is excluded. A few examples

Look at the default kickstart files that are used to generate the GNOME and KDE live images. They automatically exclude *-devel. In short any package that ends with -devel is assumed to contain development files (headers et all) and not development tools in various places throughout Fedora and making an exception just for this package is unwieldy. You just have to call it something else.
