It doesn't really need libiconv - it just needs the iconv_open and iconv
functions which glibc provides. That is probably why libiconv isn't packaged
for Fedora - because it isn't needed as glibc provides iconv.

In any case the tests aren't essential as they are only a SHOULD so I think we
can say package is approved.
