Would defining CC in the make work, like I did with YACC?

old: make %{?_smp_mflags} CFLAGS="%{optflags}" YACC='bison -y'
new: make %{?_smp_mflags} CFLAGS="%{optflags}" YACC='bison -y' CC='gcc'
