In my First try to package Otcl, I put lib into base package. But I review Tcl
and Tk packages. Both these packages similar to Otcl and Tclcl, they packaged
in this method. So I did like them.

To my self I prefer packed lib into libotcl package, but headers is so small so
it isn't differ.
