Chromium does put locale files in a different location: https://src.fedoraproject.org/rpms/chromium/blob/rawhide/f/chromium. spec#_1821
Maybe the guidelines need an update?
We have more locale offenders - vim-enhanced for example. But I don't think we need to fix guidelines. Much better to propose a change to upstream eventually.
