According to the copyright notice, only GPLv2 and GPLv3 have been approved while potential future GPL versions are still to be confirmed by the KDE team. GPLv2+ doesn't reflect this. But again, I'm not a legal expert. Maybe a question on the legal mailing list can shed some light on this.
