Aha. It seems you also need to BuildRequire perl(GD).

And as it's technically optional, rpm won't automatically detect this as a
runtime dependency either. But since the module seems pretty useless without
being able to produce images, I would suggest adding an explicit Requires:
perl(GD) to the spec file too.
