Yes and no. The guidelines ask to do this in the review request description,
and then they only say to post a comment with the new URLs if you update the
spec as per the review.

I also confirmed that it doesn't have to be the submitter that posts those URLs
and was able to run fedora-review and its Python 3 port, but I'm not done going
through the report.
