I'm assuming this is a re-review of the orphaned "cdargs" package. If not, there's a conflict on the package name that will need to be resolved.

Also, the header file needs to go in a -devel package,
Which header file? The only header file /usr/include/cdargs.h is already in cdargs-devel.
and the sub-packages should probably have archful depends (using %{?_isa})
Only cdargs-devel is arched and thus has %{?_isa}, emacs-cdargs and emacs-cdargs-el are noarch and thus do not require %{?_isa}.
