Yes, it's to un-retire this package.

Which header file? The only header file /usr/include/cdargs.h is already in
cdargs-devel.

Only cdargs-devel is arched and thus has %{?_isa}, emacs-cdargs and
emacs-cdargs-el are noarch and thus do not require %{?_isa}.
