2. agent is missing .service file.
3. I don't see neutron in deps. Also, I wonder whether deps list corresponds to what is in requirements.txt (haven't checked).
4. license should be %license, not %doc.
5. Files should be in /etc/, not /usr/etc (move them).
6. why does your library override neutron/policy.json?
