Installing a /usr/sbin/install-info executable seems dangerous as we already
have /sbin/install-info.  If this executable is required, I suggest installing
it somewhere outside of the default $PATH, for example %{_libdir}/dpkg.

Development related packages are named *-devel in Fedora instead of *-dev.
