Because you are using a wrong link.
It's not
https://wiki.freedesktop.org/xorg/archive/individual/lib/hsakmt-1.0.0.tar.bz...

It's http://xorg.freedesktop.org/archive/individual/lib/hsakmt-1.0.0.tar.bz2

The 404 error you get is because that link is wrong and it can't find the file
to download.

I downloaded the file from the correct link and compared sha256sum to the tar
inside the srpm and they are identical
