First sight:
You need to change  
VER=$(echo $BASE |sed 's/.jar$/%{version}.jar/') to
VER=$(echo $BASE |sed 's/.jar$/-%{version}.jar/') 
Note the dash before version it is needed to be that way to keep jpackage
scripts differentiating versioned and non-versioned jars.
