Also the "%exclude %{perl_archlib}/perllocal.pod" should be unnecessary.
error: Installed (but unpackaged) file(s) found: /usr/lib64/perl5/perllocal.pod
This is because you do:
%install %make_install
instead of:
%install make pure_install DESTDIR=$RPM_BUILD_ROOT
The "pure_install" target prevents from installing the perllocal.pod file.
And another option is to pass NO_PERLLOCAL=1 argument to perl Makefile.PL and use the %make_install. See https://fedoraproject.org/wiki/Perl/Tips#ExtUtils::MakeMaker.
