It would be really nice, if you would cooperate with upstream and provide man pages for those two executables.

For directories, they are owned by openstack-neutron package that we depend on.
For alembic script, I sent a review in upstream: https://review.openstack.org/222660
Fixed buildroot issue in the .spec file. Please comment.
