The existing sblim-cmpi-devel package is missing review ticket, so I'm opening new bug in accordance with http://fedoraproject.org/wiki/PackageMaintainers/CVSAdminProcedure#other to request an EPEL branch.

Better than package review here would just be the package that you are needing the cvs for. ie, in this case just file it against sblim-cmpi-devel
