You can always send requests to the devel mailing list https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/. There is also a wishlist at https://fedoraproject.org/wiki/Package_maintainers_wishlist but it's not often that someone will look there for something to package because in general people create and maintain packages because they need them (or because they are paid to do so). Presumably nobody has been able to muster all three of these together: packaging ability, desire/need to package the software and available time to package the software you are requesting.
If you wish to create a package yourself and submit it for inclusion in the distribution, there are some guides on packaging at https://docs.fedoraproject.org/quick-docs/en-US/creating-rpm-packages.html and https://rpm-packaging-guide.github.io/ but I can't speak for how up to date they are. Fedora's packaging guidelines are at https://fedoraproject.org/wiki/Packaging:Guidelines.
