Approval of the review ticket should include an offer to sponsor the person: https://fedoraproject.org/wiki/Package_Review_Process (You can, of course, do as much pre-review work as you like on such tickets.)
Alternately, you could consider requesting that you be made a sponsor: https://fedoraproject.org/wiki/PackageMaintainers/SponsorProcess
