Just tried it. No success, same error as before.
Yes, because they probably haven't reached whatever mirror you are using
yet. See for example one of my local mirrors:
https://www.mirrorservice.org/sites/dl.fedoraproject.org/pub/fedora/linux...
No sign of those packages yet, which is not surprising because it
normally takes a day or two for things to propagate.
