I'm not entirely sure what RHEL8 and Red Hat's plans for it have to do
with Fedora packaging guidelines; all supported Fedora releases have the
javapackages-tools package.  I don't think Fedora would necessary know
when RHEL8 is "in the pipeline" since Red Hat doesn't usually share
their plans for such things.

I don't know about what EPEL has, but I suggest that someone simply add
an empty javapackages-tools package that depends on jpacakage-utils if
necessary.
