Seems overly complicated. I would rather just have useradd fail
for system users if the user/group exists outside of the predetermined
range.

No, please. Let's not violate the LSB for no good reason, and break
backwards compatibility to Fedora <= 7 in passing.
The only valid reason for static ids was to keep them the same across
a site network and we decided to allow the sysadmin to preoccupy the
uid/gid space with his local favourite mapping. See Ville's draft and
notes to it.
