Won't work. /var can be a separate filesystem, cgroup filesystem
may need to be available as boot.
How "must" it be available at boot, if the directory is created during runtime
(e.g. on service start, as the bug referred to mentions in comment #5)?
Afaics, only the mountpoint needs to be there when the service starts.
If not, should then /var not also be available at boot since services depend
on files/directories in /var?
