[Fedora-packaging] Orphaning kate-plugin-cpphelper

Hi all,

I've orphaned the master branch of kate-plugin-cpphelper. It was an attempt some
time ago to learn C++, but I don't have neither the time nor the motivation anymore.

In Rawhide, it doesn't build after the latest "boost" update [1], even not the
current version 1.0.1 [2]. Maybe an up-to-date Git checkout [3] works, haven't
tested it.
