It's only for static data files and it's optional.
That's exactly what the guidelines say, but they also say it's
recommended not to use it for consistency with other packages.
I don't see that recommended against. Given the occasional quite large
size of static game data, keeping it in a separate directory enables
keeping it in a separate partition, which I think is why its a
separate directory.
