Guidelines for packaging PHP addon modules (draft => official)

Since http://fedoraproject.org/wiki/PackagingDrafts/PHP is approved, can
someone push section 3&4 to the official page (or give me the right to
do the job).

I will do this as soon as I have time (I would do it right now, but I'm
being dragged out the door).

Alternately, if anyone else on the FPC wants to commit these changes for
me, they're welcome to do so. (Just let me know that you did it, please)
