So if I create php-cs-fixer2
and update php-cs-fixer to v3, this is OK ?
Yes. The reason this is fine is because the exception is intended for
packages that effectively already exist in the distribution. We
already shipped php-cs-fixer v2, so making it a versioned package
doesn't change much.
