Description of problem:
When using the help command inside pdl, it reports that there is no
documentation

Steps to Reproduce:
1. Start pdl
2. Type: help 'help' (as suggested on the page that is shown when using the
help command)
Actual results:
perlDL shell v1.354_001
PDL comes with ABSOLUTELY NO WARRANTY. For details, see the file
'COPYING' in the PDL distribution. This is free software and you
are welcome to redistribute it under certain conditions, see
the same file for details.

Bug cloned and updated, as suggested after F16 end of life, since the bug is
still present.

In all my recent perl-related package submissions, the reviewer has suggested
to me to use the plain `perl` command instead of the `%{_perl}` macro.
For example:

directly respect our experts' recommendations, so that we don't have to change

According to the comment in the spec, and the source of cpanm, there is lots of
perl modules bundle into the main software. While the way cpanm work kinda
mandate it, I think there should be some tracking for it, only for security
update reasons.
I would suggest to contact fesco and see what to do ( ie, either unbundle, or
get a bundle exception, and list the module on the appropriate page, with
appropriate provides bundled(foo) tags )

This package bundles Perl sources obfuscated using App::FatPacker, which makes
it very difficult to review. Please remove the obfuscated code and replace it
with proper dependencies.
(I have verified that the bundled version of Parse/CPAN/Meta.pm is actually
used by putting a "die;" into it, which was executed.)
