All rights reserved. This program is free software; you can redistribute it and/or modify it under the same terms as Perl itself. The full text of the license can be found in the LICENSE file included with this module. That means they are "GPL+ or Artistic", but package license tag is "Artistic 2.0". Please change the license tag to "Artistic 2.0 and (GPL+ or Artistic)". I also reported the discrepancy between the declaration and LICENSE content to the upstream <https://rt.cpan.org/Ticket/Display.html?id=125832>.
