When I launch weechat, the process always crashed at perl module loading.

The issue seems to be same as https://github.com/Perl/perl5/issues/17154.
It looks that we should rebase perl to the fixed version because the fix can't
be backportable into perl5.30.

Some HTTP proxies require to use the CONNECT method. This is possible with Perl
using LWP-Protocol-connect, but this module is not packaged in EPEL.

Please build perl-Lchown for EPEL 6, 7 and 8, it's an optional but useful
run-time dependency of rsnapshot. Rebuilding perl-Lchown-1.01-14.fc31 package
"as is" should be sufficient.

perl-Lchown-1.01-14.fc31
Actual results:
No perl-Lchown in EPEL 6, 7 and 8.
Expected results:
perl-Lchown-1.01-14.el6, perl-Lchown-1.01-14.el7, perl-Lchown-1.01-14.el8 - or
better ;-)

Please let me know if you are not interested in maintaining the package on EPEL
8 branch.
