Description of problem:
amavisd-new pulls in legacy "tmpwatch" and uses it in a suboptimal way. The
dependency can be drooped if one instead relies on systemd-tmpfilesd for this
functionality (/usr/lib/tmpfiles.d/amavisd.conf)
