I attempted to submit a new bug with "Problem Reporter".
It asked me if I wanted to create a new bug, I said yes, but it attempted to
add comments to the duplicate bug it found.

Steps to Reproduce:
1. Click "Report" button in problem reporter
2. Go through UI flow to report a bug
