This breaks expected Apache configuration behavior. Because Apache processes conf.d/*.conf files in alphabetical order, any user-provided config files (e.g., a-bedrock.conf) that use <IfModule perl_module> may be parsed before mod_perl is loaded, causing the conditional to silently fail. Fedora packaging guidelines for Apache modules recommend placing LoadModule-only directives in /etc/httpd/conf.modules.d/, not conf.d.
