redis extension

Upcoming version 1.4.0 (RC1 is released) introduce some BC break, so to
give user choice to update or keep old API, I create a new package
So
Fedora 26:
php-pecl-redis version 3.x
Fedora 27-28:
php-pecl-redis version 3.x
php-pecl-redis4 version 4.x
Fedora 29+
php-pecl-redis4 version 4.x
So, I will retire "php-pecl-redis" from rawhide after GA release and
after F28 branching.

PHPUnit 5, 6, 7

Hi guys,
Fedora 26+ have php-phpunit-PHPUnit version 5.7.27
Fedora 27+ have phpunit6 version 6.5.6 (with a buildroot override)
Fedora 28+ have phpunit7 version 7.0.0
Thanks to Robert-André Mauchin for the fast reviews.
The whole PHPUnit stack now use range dependencies to avoid installation
issue (as we now have >2 versions of some components)

This will probably require lot of changes in the dependency stack to
switch to "range version dependency" for everything and avoid DNF bad
choice.
