Are you referring to f19? f19 packages are built/pushed and signed
asynchonously, so there will always be some unsigned packages in the
branched (f19) repo. Usually we run signing once every day or two so
signed versions will eventually replace any unsigned versions.
Anything in a milestone (alpha, beta, rc, GA) or an
updates/updates-testing repo should be signed though.
