Orphaned python-jupyterlab-launcher

I've orphaned python-jupyterlab-launcher.

I've packaged it in an attempt to package jupyterlab, but I have never got to it :(

The package now FTBFS because I have removed tests from the python3-notebook 
RPM. If somebody wants python-jupyterlab-launcher, I can add 
python3-notebook-tests subpackage to make it work again.
