Orphaned python packages

Dear Maintainers,  I was looking for Igor's orphaned python packages and 
I've some questions

- Since pacpy is no longer actively supported, can we retire python-pacpy ?
- Since phabricator is no longer actively maintained [1] same thing for 
python-phabricator ?
- pytest-capturelog not even exits in pypi [2] so can we retire it and 
use pytest-catchlog instead ?

Yes. Except pytest-catchlog is retired too, because pytest itself 
provides the functionality now:

And it seems that nothing depends on pytest-capturelog in Fedora, so it 
should be safe to retire.
