Picking up python-xmlsec

Hi all,

I just picked up python-xmlsec as python-django-allauth depends on it
(and a slightly newer version so I need to touch it up anyway)

I added infra-sig as this is transitively a mailman dependency, and
python-packagers-sig as well, both with commit access.
