This is definitely a different problem than #368 - something is going wrong during the proposal but the exact error message is getting squashed due to #371.
I think that this has to do with a config file issue which should be fixed now. I'll file a bug against one of my packages to test the proposal functionality - partner-bugzilla being down is no excuse for not having tested this.

OK, I was able to propose a bug as a blocker through the stg instance - I think this should actually be working now. Please re-open if you see other errors.
