#5949: process-git-requests InitialCC pseudouser not getting reflected into pkgdb2

I guess this is something to do with the move to pkgdb2 perhaps
but at least for pseudousers it seems the InitialCC field in
SCM Requests is not going into pkgdb.
Some SIGs like the Haskell SIG make heavy use of initialCC
for tracking packages.
I think I already "destroyed" evidence though since I added
CC haskell-sig to a bunch of packages missing it yesterday,
I dunno if there are any other recent examples around.

znc-infobot appears to not have been updated since 2010 by upstream. Has
unfixed bugs. I tried to retire it but apparently I can't do it with only
approveacls and commit.
Please retire znc-infobot in all branches and block it from devel, f21,
and epel5 and epel6

Hi Alan,
I tried, but was unable. (Couldn't get the password in multiple
attempts, password reset requires access to disabled email address.)
If my Fedora account is causing you problems, feel free to remove it.
I'll create a new one if needed.

It seems something wrong happens during "fedpkg retire" for this package.
It appears as "orphan" in pkgdb, but not as blocked in koji.
