[releng] Issue #7147: automatically put the latest composed Modular Fedora containers into the Fedora candidate registery

[releng] Issue #6998: Update OSBS for Flatpak Support

The current status to get this into F28 is yellow due to having to work through multi-arch issues and some ongoing scoping of the actual work. @cverna as this becomes clearer please let us know so Project Management can adjust the plans as needed.
