[releng] Issue #7623: Taking over PKI module ownership

According to @sgallagh the current PKI module was originally created for experiments, and now the PKI team would like to take over the module ownership for official PKI releases:

The PKI team currently owns the following packages:
- pki-core
- pki-console
- dogtag-pki-theme
- dogtag-pki
* When do you need this? (YYYY/MM/DD)
As soon as the schedule allows.
* When is this no longer needed or useful? (YYYY/MM/DD)
The PKI module will be needed for foreseeable future.
* If we cannot complete your request, what is the impact?
The PKI team will not be able to release PKI packages via module, and IPA may not be able to create a module that depends the module.
