[releng] Issue #7727: re-assign python-configobj from orphan to somebody
else (maybe me)

dcallagh reported a new issue against the project: `releng` that you are following:

The package has existing maintainers and I do not want to steal it from them if they are still active in Fedora (lmacken I think is not, but I'm not sure about the other co-maintainers listed).
So before handing over the package to me, let's wait a little while to see if any of the co-maintainers speak up.
@fale @lmacken @terjeros the python-configobj package is currently listed as an orphan, would any of you like to volunteer to take it over as point of contact? If so please reply in this ticket.

s390x and armhfp are always broken

more so s390x, but armhfp has been a pretty big offender too.
These are almost always broken. Can we either remove them from
some of our composes or figure out how to make them better. I
really hate "failing" constantly and being ok with it.
