 In my experience of retiring packages recently which I was not owning,
    Package owner (POC) can retire his package without any issues then any
 provenpackager can retire package but it will not work because a
 provenpackager can only commit changes in git and submit PR for fedora-
 comps but no changes will be made in pkgdb and koji. I think its only the
 members of cvsadmin group who can fully retire packages.
