Basically koji operates on _source_ packages. So if there's a python-
urllib3 in epel it will use that and all it's binary packages that it
makes. It will see there's a python-urllib3 in rhel, but ignore it and all
it's binary packages. If the EPEL one doesn't make python2-urllib3 or
python-urllib3 then packages that need that to build will fail.
Additionally, if you do build those they will completely override the RHEL
versions.
So, if we stick with a source package name that doesn't overlap with rhel
we are much better off.
