[releng] Issue #8263: Create f28, f29 and f30 branch in stg pdc for origin-base container

cverna reported a new issue against the project: `releng` that you are following:

I am doing some test in staging for OSBS and for that I need to be able to push commit to this repo https://src.stg.fedoraproject.org/container/origin-base.

It looks like the branches are not in stg PDC which makes it impossible to push new commits.

Could you add these branches (f28, f29 and f30).
