An interesting idea, but not sure I like it...

a) as you note it doesn't help us with mash/drpm buildtime, etc

b) It would mean that our master mirrors would need to handle ALL requests
 from all fedora and epel users. I'm not sure off hand if it could. It
 could well be swamped.
