It was changed from 10:00 US Eastern to 14:00 UTC a while ago, Jaraslav had
requested we do it. I was concerned that Export control would care, when I
reached out to them they said we do not need to file Export control for fedora
anymore. So we changed the time. Thiough it was not as well communicated as it
should have been.
