[releng] Issue #8426: Deactivate platform:f28 stream in MBS

ppisar reported a new issue against the project: `releng` that you are following:

When building a module that build-requires platform:[] (i.e. expands to platforms), MBS
schedules a modular build with platform:f28
<https://mbs.fedoraproject.org/module-build-service/2/module-builds/4652> despite
it's end-of-life.

Moreover, the build fails when finishing module-build-macros component
